The main goal of the project is to create a prestigious facility of the Municipal Public Library, with high architectural values, which, while honoring the valuable surroundings, will minimize the interference with the existing old trees and will not cause significant leveling of the area. An important design criterion is the moderation criterion – the building is to fit in, and not compete with the park layout.

The concept assumes the best possible integration of the object into the surrounding landscape – hence, among others the decision to subordinate the exposed wall of the building to the characteristic line of old trees, which at an angle is integrated into the park layout. This design decision reads the existing urban layout and highlights the axis that is the keystone of the park areas with boulevards around Mały Jeziorak Lake. An important idea implemented in the competition work is to link the entire urban layout with the city: with Sobieskiego Street and Jana Pawła II Boulevards.
